And if the intention was to collect all the rubbish at one point so it's easier for the rubbish collectors to clear it up (instead of scattered like smelly confetti), then

There's a place nearby my house also. A sign says "Dilarang Membuang Sampah" and directly beneath the sign is.......*drum roll* a pile of rubbish (what a surprise ! >.<)
